Im not trying to be rude over payment but people put offers in and then never pay for the item.  In case you dont know, if you accept the offer my item is then no longer for sale and the listing is removed.  If you dont pay for it, I have possibly missed a sale from another buyer.  If you dont have the funds to pay, dont commit yourself to buying.
